The idea that policy-making is required for the promotion of population health is not new. It was implicitly recognized by medieval and renaissance approaches to policing disease outbreaks [e.g. the establishment of quarantine procedures—(Sehdev, 2002) and having a 'Gesundheits-Polizey' or 'health police'—(von Kotz, 1821)]. The legislation of hygiene and sanitation entered the modern public health canon in the 19th century with public health acts developed, debated (often for decades) and adopted across the world.

I analyze a game-theoretic model of commitee-legislature interaction in which a majority decision to adopt either an open or closed amendment rule occurs following the committee's proposal of a bill. I find that, in equilibrium, the closed rule is almost always chosen when the dimension of the policy space is > 1. Furthermore, the difference between the equilibrium outcome and that which would have occurred under the open rule can be arbitrarily small.

How should political thinkers deal with environmental science? The question has acquired a new urgency with the rise of the Anthropocene, a scientific concept rapidly assimilated by the social sciences and the humanities. In that respect, some critics have levelled against it the well-known objections that environmental political thinkers and philosophers have directed towards science at large in the past. Anthropocene science might lead towards planetary governmentality, imposing a reductive way of understanding both the planet and sustainability. This article will claim that a clear demarcation between scientific and sociopolitical enquiries is needed. Political thinkers should take the findings provided by natural scientists as the basis for normative exploration and the quest for meaning. Arendt's reflections on truth and factfulness will help to make this point.

The Perestroika movement in the American Political Science Association has called attention to controversies facing the discipline of Political Science in the United States. These problems include fragmentation and incoherence, methodological "totalitarianism," lack of relevance and parochialism. This article summarizes the complaints of the Perestroika movement, and suggests ways in which Chinese political studies can avoid similar pitfalls.

The development of Chinese political science was not a relatively neat and tidy event. It was profoundly impacted by two revolutions, war, civil war, and political turmoil throughout most of the 20th Century. In the first three decades of New China, political science suffered from both ideological rigidity and political suspicion. With the heralding of Reform and Opening-up, Chinese political science has experienced a renaissance, influenced as much by the concept of indigenization (ben tu hud) as Western ideas. Much like its American counterpart, Chinese political science is now experiencing a healthy debate about the primacy of the discipline's contending intellectual influences and traditions, as well as its core functions and future direction. The on-going debate suggests that Chinese political science is developing, in the words of Deng Zhenglai, "its own plurality of methodological approaches to the study of politics". This article examines the rise and growth of contemporary Chinese political science, with particular emphasis devoted to the influence that a burgeoning political science with "Chinese Characteristics" will have on the discipline both within and outside China.

The ancient wisdom of the East has made China stand on the top of the world for about 2000 years, while the modern science of the West (whether natural science or social science) has made the Western countries become more and more powerful in recent hundreds of years. So the cultures adopted between them must be persuasive, intelligent, practicable and operable theories. Comparing the two political systems, we can find that although the appearance of the two systems is different, both of them are highly similar in nature. Due to the influence of history, geography, habits and other factors, there must be differences in the nature of the two. We also need to face up to such differences. Therefore, the author intends to make a breakthrough point from the theory of Confucian political and philosophical system in ancient China, from which to analyze the modern democratic political system, describe its advantages and disadvantages, and put forward some of my humble opinions.

The main purpose of the current analysis is to evaluate the effect of multiple factors (including impact of the quality of governance) upon implementation of Regional policy in Bulgaria and more precisely upon absorption of structural and investment transferred funds. The methodology used is in line with the relatively recent trend in research that attempts to measure the “quality of governance” (as a complex quantitative concept) and its impact on various aspects of public governance and public policies and on the implementation of EU regional policy in particular. In order to reach the main goal of the study a regression equation was constructed and was applied to multiple linear regression build at two levels – national and regional (NUTS II). This study aims to test the hypothesis that the quality of governance in Bulgaria has significant impact on implementation of EU Regional policy in Bulgaria. We argue that improving the quality of governance results in decreasing the deviations among regions in absorbing support from structural funds.

It is a well-known fact that the major Canadian political parties now use political marketing tools to segment the electorate and target specific groups of voters. Positional issues are at the centre of this type of micro-targeting strategy. This article demonstrates that positional issues played a greater role in Canadian electoral politics than previously assumed. Despite the many theoretical reasons for why the effects of positional issues might have been overlooked, accounting for disaggregation error shows stable and consistent effect of positional issues on vote choice in Canada. Multi-item issue scales are used to test the stability and relative strength of positional issues compared to rival concepts, such as values and party identification. Once measured through aggregated items, the effects of positional issues on vote choice in Canada might even compare with those of conventional vote predictors, such as party identification. Hence, it shows that the actions parties take to capitalize on positional issues, as described by the political marketing literature, are justified.

This text is another in the Battleground series that takes an overview of controversial issues in various arenas, in this case science and technology. The approach taken is such that this work is essentially a reader for those approaching science, technology and medicine subjects from a social science or humanities background rather than a scientific one, with solely pure text entries and an absence of any formulae. The point of view is also from a USA or North American, rather than a global stand point, throughout.
